That's slightly different though, the mayor and city council are seperate branches of the checks and balances. The supreme court is all one branch, so electing from within the court makes much more sense.
The office is often but incorrectly referred to as "Chief Justice of the Supreme Court." The United States Code specifies the title as "Chief Justice of the United States," and thus, not just of the Court itself.
I actually don't mind that the Chief Justice hasn't been on the Supreme Court yet. The main differences in responsibilities is presiding over impeachments (rare), swearing in people (symbolic), and writing the majority opinion if they want to. And as far as civil liberties goes, I much prefer Roberts over Scalia or Thomas. Now that's just scary.
