Mao was a six-year old orphan when he met C.C. and gained the power of Geass. Because of the power giving him the ability to not only read minds, but to constantly hear the thoughts of those around him, it made him an outcast; he was unable to cope in cities and crowds. Since C.C. was the only one who was immune to this, Mao was raised by her until an unknown time when she abandoned him for being unable to fulfill their contract (presumably, he was to kill her, but since Mao had loved her so much he was unable to do so). Some time later when Mao happens to find her in Area 11 after 'harassing' Shirley and Lelouch, he began to pursue her yet again. When they later agreed to meet up at Clovis Land (which Mao convinced her to show up by threatening to reveal Lelouch's identity), he shot her multiple times. Just as he was about to cut her into pieces, he was interrupted by Lelouch and was distracted long enough for the police force (under Lelouch's control) to show up and shoot him.
But because Lelouch only gave the order to shoot, Mao survived with the aid of Britannian medical aid. He returned shortly later with several casts and bandages to kidnap Nunnally, Lelouch's sister, and hold her hostage under the Acadamy. When Lelouch and Suzaku arrived, Mao revealed the truth behind the death of Genbu Kururugi, Suzaku's father. After Lelouch had silenced Mao with his geass, he attempted to flea only to be stopped by C.C. who simply told him that 'she loved him', and to 'wait for her in C's world' before putting a gun to his neck and shooting him.
[ Personality ] :
On a first glance, Mao almost seems normal, but under the surface lies a twisted jumble of mental instability. While he can keep up a mask in public, it's obvious that he doesn't belong among other people; his geass made him an outcast at a the young age of six. At that point he could only live with the one person whose thoughts he couldn't hear; C.C. Because he knew nothing of reading, writing, a parent's love and the differences between good and evil, she was like his mother, best friend, and lover. She was both the only human he ever knew and his entire world. He grew so attached to her to the point that even after C.C. had abandoned him, he began to obsessively search for her. The only thing really keeping him 'sane' was the headphones he constantly wears that play C.C.'s encouraging words.
Because of the effects of his geass and his inability to turn it off, Mao was driven insane--but he can also use it to his advantage. With this ability to read minds, Mao can delve into the minds of those around him and use their insecurities against them as a powerful weapon. When paired up with his lack of empathy and childish habits, this makes him a dangerous individual; he even went as far as manipulating Shirley to try and kill Lelouch. Of course, this ended up failing but he succeeded in breaking her. He doesn't really care who he upsets or offends; C.C. is the only person he cares for. C.C. is his, nobody else can have her in his mindset. So long as he can have her and only her? Nobody else matters to him.
In note with how dangerous and unstable he is, this really shines out when he and C.C. are alone in Clovis Land. He even shoots C.C. multiple for telling 'lies, wicked, wicked lies' about her feelings for him and claims that they can live happily in Australia where he had build a house. But, in order to get her there? He was going to 'make her compact' by cutting her into pieces to fit her on the plane. There is basically no regard to the safety of others just so long as he gets what he wants. When Lelouch 'confronted' him, he went on the defensive when he had been backed into a corner.
[ Strengths/Weaknesses ] :
Strengths: In canon, Mao can read the minds and thoughts of anyone within a 500(w)300(h)-yard radius* with his geass with the exception of C.C., the person who gave him the ability. The afformentioned range is reduced when he concentrates on one person. He also has some basic knowledge over firearms and even scarier when coupled with his mental state, a chainsaw.
*this will be reduced to ~200 yards in Vatheon
Weaknesses: Because of his geass which is constantly active, Mao suffers from a severe lack of human interaction and is mentally unstable from the constant influx of thoughts around him.

One minute Mao had been standing there, oh so close to revealing Zero's true identity, and the next he was flat on his back and bleeding from the numerous bullet wounds across his body. They shot him! And that brat took C.C. away from him! Just who the hell did that Lelouch think he was? To be honest, Mao had actually thought he would die there.
But then just as quickly as he passed out, he came to in a strange, new place. It wasn't Clovis Land, oh no--It wasn't Clovis Land at all. Actually, from the sounds of it? It wasn't even in Area 11, now that he really thought--or to be exact, heard. Oddly enough even after being shot? He felt fine! This was a bit of a mystery to the boy but he didn't have time to think to himself. The voices, they wouldn't stop! They just kept coming and coming and coming with no end! It was enough to make him clamp his hands to his ears in a vain attempt to drown out the noise. C.C.'s headphones were gone; she had knocked them away, right? But she didn't mean it! She was just a little upset, that's all. So, pushing those thoughts away and attempting to block out all the rest, Mao climbed to his feet with a pained expression.
'Shut up, shut up, shut up--'
As he stumbled to the nearest stand, he reached out and grabbed the nearest pair of sunglasses off the rack and slipped them over his eyes. At least now his eyes were hidden. They wouldn't think him strange now, right? But there was still a few other matters. Where was he, how did he get here, who brought him, why was he here, and just what the hell was going on? His injuries had vanished but his body was still sore and his clothes had bloodstains, but he was overall unharmed.
Someone was going to have a lot of explaining to do.
