~*Magical*~ abilities and strengths:
Due to training in the military and as a Gundam/mobile suit pilot, Zechs will possess a higher tolerance for pain, as well as being immune to certain drugs (hallucinogens, viruses). However, due to the ever evolving medicinal world, his immunity may not serve much usefulness as back during the wars. He will also be slightly stronger than most civilians due to needing to handle heavy machinery, but not to the point of being able to bend metal or lift extremely heavy objects. He doesn't possess many physical abnormalities besides scars received during the wars.
Other abilities include: hand-to-hand combat, fencing, highly skilled in the use of military weapons (tanks, firearms, projectiles). Experienced in military tactics. Cooks decently enough to not kill oneself.
Headcanon: with a lot of events held in various European spots (Luxembourg, Brussels, as examples), I believe he would know French. As with being so close with Noin, she could have taught him Italian, while he would teach her French.
How would they use their abilities?:
Well...upon finding others from his world, he'd definitely help in establishing the Preventers. Once established, he'll more than likely campaign that the police force and Preventers should work together.

Preferred clothing: On duty he will wear his standard Preventer uniform. Outside of that, he doesn't waste too much effort on clothing, so opts to keep things simple with slacks and a button down shirt with dress shoes. For relaxing, lounging in jeans and a t-shirt with tennis shoes will suffice.

Personality
Zechs is the type of person to be loyal in all he does, fair to comrades and enemies alike, adamant and confident in his actions, and somewhat friendly, seen more amongst select peers. His marred past left him with a purpose in life to avenge his family and help create the peace his family fought and died for. With the last of his living family carrying on the burden of such a daunting task, he swore to work behind the shadows, and sometimes as the shadow, to ease the path for her. It goes without saying that family is important to him, and currently Relena is all the family he wants, has, and needs. He's willing to sacrifice his health, name and rank for her protection. Sacrificing his life is not an option, because the dead are not so useful. The few friendships he does have will be protected until the end.
Amongst his positive traits, there are flaws. What makes him adamant leaves him too deep into a situation that he can safely climb out of. What makes him fair may leave him open for an attack. He knows he is just as human as anyone else and knows his limitations, but limitations are meant to be surpassed. He believes that he is weak at times, and knows that certain lessons need to be learned by sacrificing one's life. It can be seen in the way he pilots his Tallgeese to the point of breaking his ribs.
He has a dry sense of humor, which may or may not be a flaw. It's all in the eye of the beholder.
As a trait of being a Gundam pilot, besides a lack in common sense, trust, in Zechs' mind needs to be earned. In spades. But after earning it, one can see the bright personality that is covered by the constant mask he wears on and off the battlefield. Until then, he will remain known as the calculating Lightning Count; respected and feared, on and off the field.
Background
Born as Milliardo Peacecraft, he was one of two children born into the royal pacifist family of the Sanq Kingdom. When his parents were killed during the invasion of their kingdom following the assassination of an ally to King Peacecraft, Heero Yuy, Milliardo and his sister went safely into hiding. However, Milliardo retained his memory of his past, but refused to take on the dynasty left behind by their parents. His sister, Relena, may have been too young to remember that tragic day. In a sense, Milliardo would be envious to be so blissfully unaware, but he embraces what has occurred in order to not lose focus on his goal. Taking on the Peacecraft dynasty was not a responsibility Milliardo wanted. He had never been one for fame and titles, and believed his sister could truly pave the way for peace. Of the two Peacecraft children, only Milliardo retained memory of his heritage, while Relena was adopted by an Alliance diplomat.
The path he and Relena followed lead in the same direction, but the terrain was so very different. He shed much blood on his road to total peace, along with throwing away his family's name, while Relena persevered in her quest for total pacifism. Zechs purposefully kept their lives separate so they each could focus on their own missions. Even upon rescuing her from kidnappers when she was around four or five, he never gave his name, referring himself as the 'prince of the stars' when she asked who he was.
Milliardo discarded his name and rank to take on a new moniker, Zechs Merquise, and joined the Organization of the Zodiac (OZ) only to move up quickly in their ranks. OZ was a military wing of the Romefeller Foundation, comprised of the elite from around the world. Their intentions are secretive, but it's obvious that their want for power is what drives them. War was a costly affair, and the elite had plenty of funds and strings to pull to become quite crucial within the foundation and alliance. Mobile suits, large mechanical fighting machines that are piloted by humans, and eventually by remote control, were expensive. The Romefelelr Foundation made quite an effort in exploiting their wealth. With a fresh new start, Zechs would not be hindered by his past through others taking advantage of his loved ones. During this time, he befriends Treize Krushrenada, his then instructor, and Lucrezia Noin, two of the few people who were aware of his past. Throughout the wars, he was a strategic weapon for Treize, earning the nickname 'Lightning Count' due to his fighting during a Specials mission using newly created Leo mobile suits.
He obtained the Tallgeese mobile suit after an encounter with one of the Gundam Pilots, Heero Yuy. After fighting him in a Leo, he sought for a mobile suit that would give him a level playing field to fight with. The Tallgeese is the ancestor to all mobile suits, and engages in Operation Daybreak with it, where he attains his revenge upon the commanding office who destroyed his precious Sanc Kingdom. OZ also overthrew the Alliance to help put Romefeller into power, during this operation. Piloting the Tallgeese was a near fatal adventure, as its high thrust rates took a toll on his body during an attempt to destroy the headquarters of the Alliance in the Sanc Kingdom. Noin insisted that he rest and he complied in order to retreat to treat his injuries. He acknowledged the flaw in the suit. It had a human pilot, meaning the suit was more suited for suicide missions. A fellow OZ member named Otto took the Tallgeese to finish what Zechs had started by crashing the Tallgeese into the headquarters, destroying it, and himself. Lady Une, Treize's personal assistant, asked Zechs to engage Heero in the Tallgeese while he was recovering from Operation Daybreak. Noin protests, stating that he wasn't fit to go, but he reassures her that he'll be fine, and that he needs her to give accurate details of what is going on while he's engaged in battle.
Operation Meteor was under way. It's original plan was to drop a satellite planet onto the Earth, and have the gundam pilots, highly trained super soldiers (for lack of a better word), with their virtually indestructible mobile suits (they are made from the alloy Gundanium that makes the suits almost impossible to destroy, as well as difficult to mass produce due to the expense of producing it only in zero gravity) take over and begin a massacre. That plan had deviated from its course when the doctors that created the five pilots were told to only attack OZ and not civilians. During this time, there was another encounter between he and Heero. The first in Siberia against Wing Gundam, cut short by Lady Une's threat to destroy the colonies if the pilots do not surrender. Doctor J surrenders instead, leaving Heero to self detonate in front of Zechs' eyes. They eventually have a rematch upon learning Heero was still alive, and all the while Zechs had taken Wing Gundam's remains and rebuilt it without OZ knowledge. He rebuilt the suit mostly for seeing just how strong and capable the other pilot was, since not many adversaries could match him in battle. He also did not want to be at an advantage during their rematch, and gave his Tallgeese the same handicap as Heero.
At Antarctica, their anticipated rematch went interrupted by Relena, claiming acknowledgment that Zechs was her brother. OZ then comes down upon them, causing them all to leave for space. Zechs was punished with facing a fleet of mobile dolls instead of facing court martial. Although he was meant to not win the battle, he escaped out into space after his mask shatters, which also signaled the end of his friendship with Treize and OZ, and was picked up by Howard in the Peacemillion battleship, who was the original designer of the Tallgeese. Zechs was no more. Milliardo Peacecraft had returned.
Now reborn as a Peacecraft, Milliardo performed one last favor for Treize, as hardly anyone would recognize him without the mask. Treize asked for Zechs to rescue 'this person', whom Zechs immediately recognized as Lady Une. While in her diplomat personality (one of her split personalities) she foolishly enters a mobile suit. The goodwill ambassador of Sanc Kingdom rescues her before the events of Relena's surrender to Romefeller.
Throughout that time Noin had stood by his side, even when he eventually joined White Fang, a rebel military group that committed violent acts in the name of independence from the United Earth Sphere Alliance (UESA), however estranged their friendship became. UESA, usually just called the Alliance, was made up of the Earth and its colonies to act as a defense pact between them all. With the Alliance gone, Romefeller was able to take control. Although he rarely shows it, Zechs is grateful to have her as a close companion. During Relena's time in Sanc Kingdom, Noin made it her duty to make sure no harm came to his sister after requesting she do so in Antarctica. He allowed Noin to stay by his side after failing to strike her down in her Taurus suit while he was piloting the Epyon, a suit created by Treize yet said person saw it as a mistake due to the system interfering with the thought patterns of its pilot, even though she was an enemy. He considered himself spineless, because he couldn't even cut down one person that was right in front of him. That is how deep his affection for Noin is. If he couldn't strike her down, then he will have to allow her to be by his side. One of the easier paths he chose.
After learning that Relena would dissolve the Sanc Kingdom and surrender herself to Romefeller, he rushed as quickly as he could to prevent it, but was stopped by Heero piloting the Epyon. Their battle was fierce, with Zechs battling in Wing Zero after abandoning his critically damaged Tallgeese. They were forced to a stalemate after physical and mental exhaustion before trading suits. Zechs was too late to prevent the Sanc Kingdom from being dissolved, and saw his life's work to resurrect it gone before his eyes. Bitter, he took off with the Epyon , although he had no use of it. He was eventually found and offered the position as leader of the White Fang, announcing that he is declaring war on the Earth in order to eliminate the root of all wars and that the colonies were created because the people living in them have evolved beyond war, while the Earth is as stagnant as ever.
Zechs knew he was near his goal of total peace once the rebel group took on OZ and he single handedly destroyed their space station in the Epyon, claiming his right to rule all of space. He truly believed that in order for people to see the brutality of war, they needed to fight just as savagely in the war to end all wars. Only then would they realize just how much they needed to stop fighting. He had Libra under his command, and knew exactly how to utilize the massive spaceship; but ramming it straight into the Earth. Noin, with her steadfast hope in Zechs, remained true to him despite her failed efforts to convince him to stop. Treize, in the Tallgeese II, and despite being ousted by Romefeller, challenged Zechs to a duel to determine the fate of the Earth and colonies. Refusing the challenge, he used Libra's main canon and shot at him, only to have Lady Une push him out of the way in her own mobile suit, miraculously surviving the blast.
The wars heated up before burning itself out, leaving behind the peace everyone fought for. Zechs sacrificed himself after the Peacemillion, which once served as a base for Zechs before joining White Fang, rammed into the main engine of the Libra. Despite wanting to plunge the world into eternal winter when his plan to destroy the Earth failed, he forced Heero to abandon his plan of detonating the Wing Zero to destroy a large piece of the Libra by destroying the main generator himself from within the block. Heero had spared his life for Relena's sake, and in a way, Zechs was returning the favor, stating the people needed someone with a strong spirit. Despite the large blast everyone thought took Zechs life, Noin was the only one who knew better than to think her long time friend was gone.
The Earth Sphere Unified Nation, or ESUN, was created. Of course the universe was far from peaceful, which lead Milliardo into joining the Preventers out of the blue without the moniker used in the wars. On duty he is known as agent Wind, and continued to preserve the peace until this day. His reasoning behind joining was to prevent another Peacecraft from being born due to war. He was mostly speaking of himself. Zechs still would not wish the childhood he had upon anyone else. His role during the time Mariemaia Khushrenada, the illegitimate daughter of Treize who came out from practically no where and attempted to overthrow ESUN, was fighting alongside the other gundam pilots and Noin in Brussels while piloting the Tallgeese III. Before this, Zechs managed to destroy the mobile suit carriers of Mariemaia's army.
When things came to a close, he and Noin disappear to Mars where Relena leads a terraformation project.

Zechs sat at his desk, the room illuminated by a small desk light. There was a silver colored pen in his hand, and a small journal in front of him. There was obvious concentration upon his facial features as he wrote down the recent events.
'Trieze would be rolling in his grave right now...his own daughter 'carrying on his legacy'? I find that rather disconcerting, since he himself had closed the curtain on this war. If only she was a little older, a little wiser, in order to understand that peace is finally here.
I must say, it gets under my skin to know that someone manipulated her mind into thinking that order can be achieved through dictatorship. She's going to make the same mistake Romefeller did.'
He placed the pen down and stretched, wincing at how stiff his shoulder had gotten.
"I should really consider a better chair after all this time." He gave his shoulder a roll with a soft sigh before he picked up the writing instrument to continue where he left off.
'And she has Relena. Unacceptable. But I'm quite sure that with the powerful standing my sister has, she will be unharmed. A pawn in Mariemeia's scheme, but unharmed. But if anyone can get through to the little brat, it's her.
Sometimes I think Relena is the strongest one of all us pilots, without ever resorting to violence--'
He stopped abruptly, hearing his computer give off a soft alert of incoming new information. He stood from his seat, marked and closed the journal before he goes over to the computer desk. Blue eyes scanned over the words.
It wasn't good news, per say, but the situation only became more complicated.
"Better get moving. There is never a dull moment, especially now that those five are involved."
The computer was turned off, and its owner left in a hurry.

This is more like 'anything else?' than a question!
I'd like for Zechs to tote along the Tallgeese III. After Endless Waltz, he and Noin head off for Mars, and it's doubtful he would leave his mobile suit behind. The reasoning behind him having the Tallgeese III is because it's his it was meant for him to pilot the suit, as Une hid the Tallgeese since it did not posses a qualified pilot. Also, with Preventer starting up, it may become useful for them to have the Tallgeese.
As a Preventer agent, he is assigned a standard issue pistol.
