Kefka's threat to the village cannot be understated. Or underestimated. Currently he's playing the innocent game. Poorly.

I've need of a device capable of producing a sustained, piercing blast of sound in a throwable, aerodynamic design.

[She'll see a design of a batarang appear in her journal, complete with basic concept sketches of how a batarang with such features might work.]

Weight is a concern. It needs to be light, but durable enough to survive being thrown at high velocity at hard targets.

The effect needs to be constant, even after it has come to rest. Think of it like a siren. And the more ear-splitting you can make it, the more effective it will be, so long as it causes no permenant hearing damage.
