hmmm, have you called around to cell phone stores that aren't specifically associated with AT&T?

they may be able to give you some inside info from someone who deals with ATT/Cingular but isn't on the inside and corrupted.

you should not have to pay money to do this...

what are their legal reasons? is it associated with the phone or your sim card? can ATT unlock it or does it have to be Cingular? can the previous owner of the phone do anything to help?
