OOC: to the mods & anyone?

I wanted to ask this:

Do I just go on with the event I wanna hold (The Athletics Meet) or do I have to ask someone first and get permission? I don't use AIM (because I don't have time for that) so I'm not sure how to get a hold of someone who knows what to do. Anyone know what I can do?
