How and when did it become appropriate to RSVP to an event (such as a wedding) by indicating that more people will be attending than were actually invited?

ack! my sister's getting married in a couple of weeks and we're running into that same thing! stupid people...

That annoyed the crap out of me! A few people had the deceny to call and ask if they could bring a significant other before RSVPing, but a few people just said they were bringing a guest, and that pissed me off.
