First you need to open your program you'll be using.
I'm using PSP9.
Open up you image. I'll be using THIS promotional picture of Paige Matthews from Charmed.
Crop & Resize.
Duplicate your base layer. Set this layer to SCREEN / OPACITY 100.
LAYER >> NEW ADJUSTMENT LAYER >> HUE/SATURATION/LIGHTNESS
Saturation Settings
Master; 0
Reds; 45
Yellows; 20
Greens; 30
Cyans; 13
Blues; 0
Magenta; 0
LAYER >> NEW ADJUSTMENT LAYER >> COLOR BALANCE
Settings
Shadows; -96 / 19 / 23
Merge all.
ADJUST >> SHARPNESS >> UNSHARP MASK
Radius: 0.70
Strength: 50
Clipping: 0
& make sure luminance only is CHECKED.
Keep in mind that depending on your base, your icon will turn out different & may require different settings.
