First you need to open your program you'll be using. I'll be using PSCS2.
Open up your image. I'll be using
THIS screencap of Prue Halliwell from Charmed.
Crop and resize.
Duplicate your base twice.
Set both layers to SCREEN / OPACITY 100.
Flatten image.
IMAGE >> ADJUSTMENTS >> HUE/SATURATION
Saturation: +20
LAYER >> NEW ADJUSTMENT LAYER >> SELECTIVE COLOR
Reds: -100 / -20 / +100 / 0
Yellows: -100 / 0 / +100 / -100
Greens: 0 / 0 / +100 / +100
Cyans: 0 / 0 / 0 / -100
Blues: 0 / 0 / -100 / 0
Neutrals: +70 / +24 / -36 / 0
Blacks: 0 / 0 / 0 / +100
Flatten image.
Duplicate base.
IMAGE >> ADJUSTMENTS >> HUE/SATURATION
Saturation: +20
Set layer to SOFT LIGHT / OPACITY 100.
Flatten image.
