First you need to open your program you'll be using. I'll be using PSCS2.
Open up your image. I'll be using
THIS screencap of Paige Matthews from Charmed.
Crop and resize.
Duplicate your base twice.
Set both layers to SCREEN / OPACITY 100.
LAYER >> NEW ADJUSTMENT LAYER >> CURVES
RGB
Click here for settings.RED
Click here for settings.GREEN
Click here for settings. LAYER >> NEW ADJUSTMENT LAYER >> SELECTIVE COLOR
Reds: 0 / +23 / +31 / -14
Yellows: -100 / +39 / +100 / 0
Neutrals: +18 / +4 / +17 / 0
Blacks: -9 / -5 / 0 / +9
Make a new fill layer.
Fill with #0a0000
Set layer to EXCLUSION / OPACITY 100.
Flatten image.
You're done! =]
