I really liked the How to be Alone essays by Franzen, I love ANY Raymond Carver to pieces, Joyce Carol Oates: Where are you Going, Where have you Been? Collected Short Stories.

Joyce Carol Oates has a story in the BAS Nonrequired, it's quite good. Thanks for recommending her collected short stories and Franzen's essays. I've got one of Carver's collections but haven't picked it up in a while....

Try The Ice at the Bottom of the World, by Mark Richard. The first story in the book, "Strays," is my all-time favorite short story, and I guarantee you've never read anything like it. It rewards repeated readings, too.

The book has been out long enough that you ought to be able to find a good used copy for not much money.

For short stories some of my favourites are Alice Munro, Alice Walker and Flannery O' Connor.

I read The Penguin Book of International Women's Stories edited by Kate Figes a couple of years ago and liked that a lot. I usually find the Penguin anthologies quite reliable.
