At first I was just going to be like "ALSO YOU SHOULD ADD THAT EVERYONE NEEDS TO PLAY OKAMI" but then the part about Amaterasu was really interesting and I read all of it. :B
Aaand it looks like the only one out of my characters who might see Ammy's stripes (and maaaybe the Divine Instrument?) will be York. Scrooge isn't a spiritual guy and Shelly... Shelly's a freaking assassin, man.
But, ah, in the interest of a future character I might app... How do you think a near-omnipotent/scient, not-necessarily-evil-but-definitely-not-pure-either being would perceive her?

I'll leave the difference between the stripes and the Instrument up to you since you know his character way better. I'd think the main difference would between like....acolyte=stripes; priest/tess=Instrument, but it's your call.
Hm. If s/he feels sorry for the 'evil' they've done, and as long as they don't wish to commit it again, I'd say up to the Divine Instrument!

I'm not sure if Kefka would be able to see Ammy's stripes or not. On the one hand, he's a god and believed heavily in gods before he became one. And on his world, gods were highly affiliated with magic/killing, so his magic and fighting put him closer to his world's gods.
On the other hand...he's a god of destruction and despair, he has no remorse for a lot of deaths caused, he's angry a lot and doesn't show mercy, his peace of mind is going to get increasingly nonexistant as canon moves on, and he and his world's goddesses/the religion he makes/etc are pretty much the opposite of Amaterasu and Shinto.
Well, Kefka's a god now--and gods come in all flavors, even the Japanese ones. Death itself is not considered evil (as it's part of nature); however, it is thought of as 'impure'. Aaaaatttt the same time, gods can 'fall from grace' so to speak, if they defile themselves by committing something heinous. [Like you probably already know, in Susano-O's case this happened literally--he was kicked out of heaven and stripped of some of his divinity for throwing a skinned horse at his sister. Afterwards he had to repay his offense with penance and good deeds (the most famous one is that he slayed the dragon Orochi) before returning to godhood. /bricked for retelling overused story]
Yeah...I think with how FFVI's world works it's best to sit with what you think he'll be able to see/not see. I haven't played FFVI, yet it has my favorite soundtrack out of all the FFs. asdfghjkl; Terra’s theme..
Well, Kefka's actions as a god are in line with what's known about the FFVI goddesses...which. Isn't much. (From what's in game, they basically dicked around with everyone, turned some people into monsters and made them fight for fun until they got bored and turned themselves to stone. The destruction was so bad that the prologue said it was a "charred husk" that's still recovering 1000 years later. Right after the gods disappeared, most of the people with god-magic powers got killed off so they couldn't continue that legacy.) So, by those standards, committing something heinous would probably pertain to doing good, selfless deeds or ditching magic. [It's a good example!]Given God!Kefka's musings at the end of the game, which switch between his human sadism and a more serene "all things will die and nothing matters, I just need to wait everyone out" line, there's a possibility he could get...I'm not sure what. More of a balanced, natural god than one of messing everyone up? But since it's heavily implied that him being around is
