They come from the last time there was a wetland. They scatter when they dry up in hopes of finding a new one- a salamander can live maybe a few days without water, and the lucky ones that survive by chance stumble across more water before that period is over.
I would expect that the little male salamanders would hope to run across a female salamander in same wetland and then... well, I think Mrs. Bond took care of this information.
