The guy that laughs is actually Sportin' Life, the coke dealer/pimp. He laughs because he knows Crown isn't dead, and he alludes to it without saying it. Later in the opera he gets Bess to go to New York with him to become a prostitute, and Porgy goes after her. That is how the opera ends.
