Maybe because she wasn't an important character.
And I think there is a "link" between Shane/Carmen/Papi. Do you remember the girl who's introduced the 69 to Carmen? I think it could be Papi. So, if there is No Sarah Shahi, Janina's not here too. But I don't know. This is just a suggestion.

that makes no sense because carmen wasn't in season four while papi was

i don't think there's any particular reason for her disappearance. there are bigger storylines this season (bette/tina/jodi, alice/tasha, she bar, etc.)

plus, i think kit broke her heart and made her want to change her nymphomaniac ways, therefore making her character a lot less interesting
