BACKGROUND:
Christopher Nolan's Batman Begins and The Dark Knight draw heavily from comics that depict Batman's early career, like Batman: Year One, The Man Who Falls, and The Long Halloween. For this version of continuity, Crane is much younger than he is ordinarily portrayed in the comics, but comics canon has been selectively used to fill in the (many) blanks when necessary. The short from the animated collection Gotham Knight is, uh, kind of insane and doesn't really fit into the canon established by Nolan (it clearly takes its cues from previous animated versions of Crane and the animated universes in general, rather than the more realistic movies), so I'm disregarding it, or at least, never referencing it ever. LOL SRY KILLER CROC.
In the movies, Crane is a corrupt psychiatrist working at Arkham Asylum, testifying on behalf of the mob so that Victor Zsasz (one of Falcone's assassins) is sent to Arkham rather than Blackgate. He seems to be in Carmine Falcone's employ, but in the greater picture, is actually working for Ra's al Ghul and the League of Shadows, which seek Gotham's destruction; he doesn't hesitate to break Falcone's mind when the mobster gets all sassy. The fear toxin he uses in his experiments on patients is derived from the blue flower that grows in the mountains where Bruce trained.
Born the sickly only child to a young, unprepared mother, Crane was raised by his fanatically religious grandmother who abused him. He was also extensively bullied as a child and up until his teenage years, being thin, bookish, and poorly socialized. When he "misbehaved" (these offenses were sometimes very minor), his grandmother would lock him in the broken down greenhouse, dressed in an item of clothing doused with
a certain chemical compound that attracted corvids, which would then descend upon him in a swarm A DARK CLOUD OF BEATING WINGS AND INVESTIGATIVE PECKING OH GOD I imagine he also got pooped on. ANYWAY, once he was a teenager he killed his grandmother. There was also an incident where he used a derivative of the chemical his grandmother used on him on a bully, who subsequently got his eye pecked out by finches.
At university, he majored in psychology and pharmaceuticals, graduating at the top of his class. His interest in fear studies and the chemical derived from the blue flower used by the League of Shadows is exactly what attracted their attention. He was contacted and then funded by Ra's al Ghul, who arranged for him to be hired by Arkham Asylum in exchange for working with Carmine Falcone. His "work" with the patients was not the best kept secret, but Arkham was corrupt enough that he was never in any danger of being discovered by the proper authorities. His decision to let Rachel in on the secret was for his own amusement, as he had intended to kill her and probably hide the body.
At the end of Batman Begins he had broken out of Arkham with the rest of the prisoners/patients and was said to be still at large. He was recaptured early in The Dark Knight.
PERSONALITY:
The traits of a sociopath are as follows: glibness/superficial charm, manipulativeness, grandiose sense of self, pathological lying, a lack of remorse/shame/guilt, shallow emotions, need for stimulation, incapacity for love, callousness/lack of empathy, poor behavior controls/impulsive nature, early behavioral problems/juvenile delinquency, irresponsibility/unreliability, promiscuous sexual behavior, parasitic lifestyle, and criminal or entrepreneurial versatility. Jonathan Crane scores an 11/15. The ones he's missing are charm, impulsive behavior, promiscuity, and a parasitic lifestyle. He sees himself as far more intelligent than your average person, and to be fair, he is pretty smart smart enough to attract the attention of Ra's al Ghul and the League of Shadows but when it comes to social intelligence, he's a little skewed. (SURPRISE.) He doesn't care about people at all; his participation in the plan to destroy Gotham was without passion or regret. He can understand the League's reasoning, but he himself is not deeply invested in it, although there is some measure of petty satisfaction in the destruction of the people he loathes and the disruption of the tiny lives of everyone else.
After being bullied and abused most of his life, he developed a fascination with the power of fear, which he saw was a great equalizer. As an intelligent outsider, he found himself interested in psychology, which he used against people to make up for the perceived lack of power and control in his own life. He is incredibly sensitive to dynamics between people and can form long-lasting grudges very quickly, but that's the chip in his shoulder he'll see people putting him down wherever he goes, no matter how high a position he attains in life. Lacking any means of physical retribution, he has a sharp tongue and can be extremely unpleasant if he chooses to be. For the most part, however, he is very much in control of himself. It takes really absurd or extraordinary situations for him to start cracking. Case in point would be Batman. He finds Batman unspeakably hilarious, even after being dosed with his own toxin and going (more) fucknuts. It's the surreal nature of the situation that makes him laugh and go a little unhinged, but ever since Batman got him high on his own shit, he has just been permanently a little off and entirely disinclined to rein himself in. He was already a little that way, as evidenced by two of his scenes in the movie, the one where he fear-toxins Falcone (both a calculated and impulsive decision) and the one where he fear-toxins Rachel (again, sort of a "well I wasn't PLANNING on doing this RIGHT NOW but it's totally doable, I've been thinking about it for ages to be honest!!" type decision).
Basically he has two general modes, stuffy or loopy. Stuffy means that he's acting "normal," albeit with a bit of a stick up his butt, serious and proper and professional. He may exhibit sarcasm and a snotty sort of humor, but he's got it together, he's cool. He won't win any awards for friendliness, but he knows how to bite his tongue when necessary, and is capable of being pleasant, though his patience for it is limited. Then there's loopy, which is when he starts indulging himself with anti-social behavior and being a giant creepy weirdo. While he doesn't do nursery rhymes like his comic book counterpart, he's highly attune to the ridiculousness of a situation and can rarely resist at least acknowledging it.
While he's in the City, he will want to continue his research, but he'll also be very well aware of the fact he's been here before, albeit in another form, so "Jack West" and contacts it is.
POWER:
Though not a power, it is worth noting that Crane has built up resistance to his own toxin through repeated exposure not to the degree of his comics counterpart, but that's how he managed to hang onto his sanity (ar...guably) in the first place.
For C&C, his superpower is ~*CHEMISTRY*~, or limited transmutation, as in, he can alter the chemical construction of various things to a certain degree. He can't change lead to gold, but he could easily introduce pharmaceuticals into food or water. This would be limited to drugs that exist in real life and in comic books (the fear toxin, a truth serum maybe, but not a love potion). He must be familiar with the composition of the chemical effect he is trying to induce. As a trained psychiatrist, he is familiar with a lot, though brushing up with a guide would certainly help. The more he tries to mess with something, however, the more likely it is to be noticeably off, or to decompose (that is what would happen if he tried to change lead to gold). This is somewhat variable; he could use his powers to make food "more delicious" by adding MSG or salt or sugar or whatever, but after a certain point the effect would be offset by the chemical decomposition. But that is not important, what's important is that he could make the best pot brownies ever. ... But he's not going to. Probably. Or if he does, he's not sharing.
This ability will help him make more fear toxin, as well as other drugs with which to fund his research (if ever a plot arises where one of his drugs might affect the game on a greater scale, I will certainly ask first). He can't create them out of thin air (er, bad choice of words, since he CAN alter air composition, just not to that degree), he needs basic chemicals to alter and play with, but it helps if he already has a sample on hand or knows the composition well.

To alter the composition of something, he needs to be able to see it or at least know it's there (if someone holding a cup of coffee turns around so the cup is no longer visible, he will still be able to mess with it). Contact is not necessary. Those with an enhanced sense of smell may notice the change, or they might not, depending on the material in question and the environment.

This is ridiculous. I'm not a "hero," I'm a doctor, and I have patients relying on me to be there for them, not in [Enjoy this incredulous sputter, network. It's an act, but that's pretty much what he sounds like when he does sputter incredulously, anyway.] "another universe," or a demented sci-fi convention, whichever this more closely equates to. A little role-playing can be therapeutic under certain circumstances, but this is positively delusional.
However, it's a delusion of which I am unwillingly a part. As a scientist I must keep an open mind... no matter how absurd matters seem to be. If you're willing to share the information with a stranger, perhaps you could tell me a little about these "superpowers" as you are familiar with them.
So as to not be complete strangers, let me first say that my name is Dr. Jack West. I'm a clinical psychiatrist specializing in work with abused individuals. Needless to say, my world has no "superheroes" and I'm rather taken aback at the concept, to be honest.

The previous tenant had kept cats, many of them. It made for a useful excuse when they moved in and set up the meth lab. The neighbors were used to the smell. Sometimes the cats come back, but Jonathan doesn't mind as long as they stayed out of the lab area. In fact, there's a lot he doesn't mind as long as others stay away from the equipment: all the late night customers, the constant demand for more and better drugs, his own restlessness and the need to get back to his research, to contact the League, somehow. To get back to Scarecrow. All bearable, for now.
These days, he wears his hair much shorter, eats little, and watches an inane amount of television. It makes for a certain unnerving gauntness, the way the shape of his skull is obvious, and how he watches people with wide, pupil-swallowed eyes. None of it is intentional, but it's just as well. He can't be Jonathan Crane right now, so he should really stop laughing whenever news about superheroes comes on. Tonight they did this. These deeds are attributed to Captain Fantastic or Miss Flies in a Really Short Skirt. He was sighted here, here, and here. It's too much. He finds himself sniggering at eye witness reports and blurry photographs. He's the only person in this city who knows knows what a sham it all is.
Well, maybe not the only one. But he has no interest in revealing himself to the others. All he wants, for now, is a little security. Would it be too much to ask that people keep out of his little emergency rations of fear toxin? He doesn't think so. And now he has a shivering, drooling man on the floor of his lab who needs to be disposed of.

FINAL NOTES ABOUT YOUR CHARACTER: As he is Nolanverse, this Crane does not look like the previous comics!Cranes. He is much younger and has a passing resemblance at best.
