When Orion crashed into the level 10 docking bay, did that seal off the whole level--and therefore all the levels below it?

The bay itself is closed off, but the alternate walking routes can be used to reach the lower levels. :3

I have an interesting question. The areas where the forest and Chicago were... I know the simulations aren't there anymore, but are those accessible?
