Hahaha! I worry that I'm too draconian as a mod. I mean, I set up reasonable rules and enforce them non-antagonistically. However, I also try to provide resources so that people can use the comm without needing to ask for help. This means that, when somebody does something like make a post asking for fic recs, I feel bad pointing them to the post of fic recs because what if they went through it already and are looking for something else, and I really shouldn't just assume that the recs of the comm members will suit everybody, and all kinds of other self-flagellation. At the same time, though, I kind of want to smack them through the internet because, as far as I can tell, they didn't even bother to look at the comm profile before posting. But doing that would make me a really bad mod. ^_^ But, yeah, that's why I feel it's a good idea to give a nod to the rules when posting

Also, even if you're just trying to be respectful, prefacing posts/comments with something like "I hope this is ok," will only make people think you didn't bother checking the rules first. If it's ok, just do it. If it's not ok, no preface will change that.
Also, "mods you can delete this if it isn't allowed." Thanks for giving them permission to do something they could do anyway?
You've already mentioned it, but I'd really emphasize the bit about lurking more. Fandoms and forums aren't all created equal. What flies in, say, 4chan, might not fly in gleeclub. What's not okay on TWOP might be okay on FFN. Newbies will find it very useful to lurk and get a feel for the place before participating.
It's always reminded me of the levels of hell, or, if you prefer, one of those bucket-shaped coin sorters with the different layers full of different-sized holes where you just pour your change in and shake it. The dimes wind up on the bottom.

In the meantime, I'll come up with a goofy portmanteau for the ship. Quiylar?
