this comes straight off the la county department of health services website:

"Ocean water should be avoided for 72 hours after a rainstorm. The high volume of storm drain water discharged during and after a rainstorm can cause high bacteria levels throughout ocean waters along the coast, especially near storm drain discharges."

its the best time to surf! and yea, i know all about it cause i did a science project in middle school about bacteria levels at surf spots. Upside: good surf like that comes around a couple times a year. Downside: you're sick for a week.
