If I'm not mistaken this creation is probably in reference to http://www.youtube.com/watch?v=kYqKucJTn2c Ah L'amour. The first scene you'll see involves a man getting his heart ripped out, which of course makes his knees woobly. Hence he is shorter.
Although maybe its just a midget. It looks like his arms have either fallen off or are very stubbly. Snowmen are weird like that.
