Keyword - layers. And then it just goes from there!
What I do is lay down flat colours first and then shade them using layers and the magic wand tool. But I haven't used that oekaki program. I'll tell you what I find when I do.
I like Corel Painter 9 (10 is the latest, last I heard). It's much better than Photoshop at mimicing real media. I can't tell if that's what you're using up there. Layers are your friends. I do some kind of sketch underneath that's pretty detailed, and I do a lot of undoing. Learn your keyboard shortcuts good - I frequently make a line several times over before it's right. I like to look at the screen as I work, rather than the tablet. Also, make sure the tablet is straight. If it's at a weird angle, I simply cannot operate it.
I've been using www.odosketch.com , which lacks undo, but looks more convincingly real-looking media than other oekaki I've seen. I'll look around for painter 10, but ain't that $$$$?
What kind of tablet did you get? If it's Wacom, you get a heavy discount on Painter. Alternatively, you can usually find the current version as a torrent.
