1. Start with your base.
2. Duplicate the base layer and set the new layer to 'screen'
3. Blur the layer you just made using Filters --> Blur --> Blur
4. Duplicate the base layer again and set the new layer to 'screen' Drag the new layer to the top. Sharpen.
5. Paste this texture onto your image. Set the blending mode to 'screen'
6. Make a new layer. Fill it with #ebe3ff. Set the blending mode to 'burn'
7. Duplicate the layer you made in step 4 and drag it to the top. Set the blending mode to 'overlay'
8. Duplicate the layer you made in step 4 and drag it to the top. If it isn't the blending mode should be 'screen'
9. I used the color #ffc1ed to brush a dot on Sawyer's arm.
10. I added some pretty text. ('Nashville' from dafont.com)
