....is that they pass their recommendation to the GTC along with your file photo.

The GTC ignore the recommendation. If they think that your face fits, then you pass. If they think you look a bit creepy or something, you fail.

Take solace in the fact that evidently neither guydebec nor riculf looked creepy enough to be failed. Which means that the GTC would probably have passed the Kray twins. So just relax....you'll sail it!

It sounds to me like they're telling you you got it. Going to 'the General Teaching Council for the award of Qualified Teacher Status' sounds like a rubber stamping deal, and they're recommending you to get stamped. I could be wrong, of course, but that's how I'm reading it - go you! You SO deserve it.
