I think the first-year general engineering programming course at Carleton basically worked on the honour system. You would submit your code and EXE electronically, and there was a 1/10 chance somebody would check it. If they checked it, and it didn't work, you'd be penalized a little bit extra, maybe the value of one assignment.
They only checked 1/10 of the assignments, and I think there was still so much blatant copying that they picked up on a bunch of cases.

Then I was forced to accept how prevalent it was, and how I could do nothing about it.
