from this in Adobe Photoshop CS.
01. Crop and resize your image to 100x100. This is your base.
02. Duplicate your base twice. Set both to screen at 100% opacity.
03. Create a new raster layer. Fill with #051877, set to exclusion at 37% opacity.
04. Duplicate your base, desaturate, and bring to top. Set to hard light.
05. Create a new raster layer. Fill with #8AD1EF, set to color burn.
06. Create another new raster layer. Fill with #F9BBD6, set to color burn.
07. Duplicate the base, set to soft light, and bring to top.
08. Create a new raster layer. Fill with #DBFAD8 and set to color burn.
09. Add your text, brushes, or save as is.
