The first one is "not" in Chinese (have yet to encounter it in Japanese) and the last one is "bright." Not sure about the middle one. I uh, doubt it's actually an insult? ^.^;;;

Yeah, it's Chinese. 不聪明 = "bu congming" = "not smart". Sorry, was doing Chinese homework at 2am and didn't really even notice I typed them here.
