Calling out to All Video Editors!!!!!!

I need heeeeeeelp! I'm trying to find a video editting program for my dad. I need something that costs no more than $120 (I would like to keep it between $40 and $100 dollars though, the lower the better) that doesn't have a lot of bells and whistles and can be used by someone who only uses a computer to check/send e-mail and print out stuff. Try www.download.com and look up video editors. They usually have a lot of trial programs you can choose to register for later on (as well as some free ones) so you really do get to try before you buy. =)
