Children are most often seen within Ceno, the Blue Division, and it is very common for a child to be orphaned from early on. The ages range and vary, of course, but the aspects remain the same: Ceno incorporates peace. The lights lining Ceno's spotless streets are strong, flooding and lightening the shadows out of hiding. Here, one can find solace and tranquility, or whatever can be derived through a brainwashed society fixated on the very brink of the world.

Ceno is pure, and its residents are kind. Be true to your neighbor as they will be true to you. Take care of those that are unable to take care of themselves. Feed the hungry, and shelter the homeless. Crime is a rarity here, and serenity swells. Ceno's residents live in what they would call a faux happiness, but nothing comparing to Heaven.

Business here is routine, and follows the pattern of all within the state of mind of those that live in Ceno. There are those that believe these citizens are the most brainwashed of all; some act only as they are instructed, some act righteously, some don't act at all. But most follow the order in which they've been told. Live, and live in the silence of peace. The silence of blue.

MAIN ROADS:
Spero - Largest avenue through the heart of the Blue Division. Always lit by blue lamps.
Sanctus - Slightly smaller avenue that winds itself around the very outskirts of the Blue Division. Only dimly lit; touches the White Division's border. Poorly monitored.
Simull - The only consciously unmonitored road in all of Curia. Borders part of Ceno and part of Celo. A peaceful place.
Silva - A clean, paved avenue lined mostly with the orphanages and the peaceful living homes of Ceno's occupants. Lit only at night.

Cena is the home of the defiled, the hopeless, and the insane. It is the Red Division, and its streets are clustered, congested, and lit with ill-bearing red lights. Here, sin is the medium, and where those that have given up on their own lives wander the winding avenues day in and day out, it withholds. Cena is a place of burden, but in the eyes of its doomed inhabitants, much more merciful than Hell.

Those that live here have been sought out, carefully chosen, and at times, forcibly relocated to their new home within this Division. It consists mainly of those that have committed unforgiving crimes; homicide, rape, prostitution, even vandalism. The slightest person's slip-up is always considered, whether it be a mild case of burglary or the murder of an innocent.

However, some, though very few, manage to use this carefully-kept Division to their utmost advantage. Cheating, lying, stealing - they have control of it all. They are the Akatsuki, and they have each been individually exiled to Cena for unspeakable felonies. Their motives unknown.

MAIN ROADS:
Strages - A dark, damp avenue usually untouched by the Divsion's red lamps. Leads to many backstreet shops; often for questionable means.
Sero - The only region within Curia that leads to the city's outskirts. Blocked off by towering, monstrous structures; always lit and always monitored.
Sino - The main avenue leading into the heart of Cena. Lit only at night. The Akatsuki's base is located here.

The White Division, Celo, is a perplexity to many of Curia. Where its basis lies, no one knows, but its factions are all the same. The ideal of Celo is judgment. Where some are tried for the crimes that they have committed, if they are here, then their fate has yet to be decided. Other times, there are those who waver on the line between both good and evil, and must face the fact that they are entirely lost to the world and their own self. Their thoughts are unorganized, and it is common that they force themselves to forget the life they used to have.

Celo is the home of those that have not fallen, and those that have not risen. Those confused, those tried through a course of events that will pave out their future, and those that simply do not belong with the Pure or the Defiled. Some stay for a couple of days, some a couple of months - some, years.

Still, it isn't usual to see the same face twice within the White Division.

MAIN ROADS:
Sentio - Celo's most occupied avenue. Most residents live along this street, and it is located at the heart of the White Division. Lit only at night.
Silens - The only avenue within Curia that cuts straight through Cena and Ceno. Said to divide the two to keep the peace. Always lit. Moderately monitored.
Scio - A backalley often used to reach the very outer boundaries of Cena. Poorly lit, moderately monitored.
Septum Solus - A hallway that leads into the Capitol of Curia, though only accessible by those of high ranks (i.e., Madara, Yondaime, Tsunade). Always lit, always monitored.

MORE OF CURIA:

Septum - Curia's Capitol. The monitors of the city, and the keepers of the peace. (Note: If you wish your character to have access to Septum, you must contact a moderator beforehand for permission)
Securis - An abandoned road outskirting Cena. Rumor has it that it can lead you straight into Ceno without much difficulty. Poorly monitored.
Satura - The gates of Curia. Located at the end of the Sero road. Unaccessible by most of the highest in ranking. Rumor has it that this is what the Akatsuki strive to unlock.
Sarcina - An import for food and other such necessities. Run by computers and those of high ranks, highly monitored, always lit. Located in the White Division.
Satis - The main entry between Ceno and Cena. Heavily guarded, always lit, always monitored. The passing of pure to defiled.
Sine - The farthest region of Curia. Untouched by all; impossibly difficult to reach. Lit by red and blue lights reflected across a barren landscape. Only darkness beyond. Created and built by an unknown force that the Akatsuki wish to obtain.

CONFLICT AMONG THE DIVIDED.

For being caged within a city all of their lives, many inhabitants seemed to have lost any hope of escape. In Ceno especially, they simple make do with what they have been given in the twisted world of Curia; they work the jobs that suit them best, from school teachers to restaurant managers, and everything follows a specific flow. Wake, preparation, go to work, come home, rest. The cycle is endless, and set for all eternity.

However, some are not quite as agreeing to these terms as others so readily appear to be. They rebel, and oftentimes find themselves landing a reserve deep within the shadows of Cena. So warped are they by their obsession of impossible liberty, that they cannot cultivate it, and the system overrides them. They are silenced to their own torment within Cena.

Recently, an organization has made itself very well known from the Red Division, calling themselves the Akatsuki. It is a band of the most vile, most egotistical wrongdoers. Murder is nothing to them, and rumor has it that they receive orders from a concealed leader even above such merciless creatures in rank. A leader whose name is unspeakable, a man seemingly so eaten up by his ambition to overtake the system of Curia.

Yet, what is the 'system of Curia'? What does it do to the people of the separate Divisions? It is a make-up of highly defined technology, and through the mind of the city's original creator, had been designed as an almost experiment. A caged-in, trapped society; how long could they be starved of liberty until they are wiped out entirely? Curia's original creator had only one apprentice - a man by the name Uchiha Madara, alive even to this day. He is the control system of Curia. He is Curia's structure, he is Curia's entirety.

As he is the highest in rank of all of Curia, no one goes against his word. Though this is a bit unfortunate, as he's never been quite sane.

Uchiha Madara is an Auctor, but above all other in this area as well. The ranks are as follows:

The Auctors - Leaders that reside primarily within the Capitol. They monitor the divisions according to location, and administer decision and judgment to those that wait their fated relocation.

The Arceos - Highly trained, well-armed officers that enforce and stabilize the balance between one division and another. They provoke fear, and are marked only by the style of clothing which they wear: Black full body suits, plated helmets, and many concealed weapons on their person. Usual to show when a situation gets out of hand.

And lastly, there are the Arma. A group of armed officers, and more common than those above. Their attire consists of full body suits, though colored to whatever Division which they are stationed at during an amount of time. Ceno, blue suits; Cena, red suits; and so on. The Arma are the general control between the Divisions, and control the passing of persons from one division to another.

**ONLY THE ARCEOS AND THE ARMA ARE CHARACTERS ALLOWED TO BE USED AT THE PLAYER'S OWN WILL IN ROLE PLAY. THE AUCTORS REQUIRE AN APPLICATION (I.E., TSUNADE OR JIRAIYA).

It is said that the Akatsuki strive for one thing and one thing only: supreme power of all three divisions, and the district of Curia as a whole. A government set by their own harsh rules, and their own contrived beliefs. Certainly a thing that the ranks of Curia wish against.

The Akatsuki work to rewire Curia, set back its system permanently to fit their own ideals, and seize control of the Gates. And the only way to completely acquire this is to work into the very core of Curia itself - into its Capitol, and through its leaders.

As for the citizens, where will they be left when the city is caught in a divide of powers beyond anything they could’ve ever imagined? When the peace of Ceno is disrupted by bloodshed, when the misled people of Celo are let loose within the city, and the blood-lusting criminals of Cena escape to feed on whatever prey they wish?

Only then will a true society reform.
