I would go with Seattle. You can always use the money saved on other enjoyable things while you are there (shopping for nifty toys is always fun in new cities) and you won't have to deal with throngs of children, kids on break or tour groups. The sights may not be as well known or world renowned for family entertainment but I am sure there is lots to do. My only reservation about Seattle would be the propensity for rain. I have no great personal desire to go to Disney or the other amusement parks but the sights of Seattle/Washington area are very intriguing.
I've been to Orlando in August, as a kid with my parents. It got so uncomfortably hot in the afternoons that we'd go to Disney in the morning, leave at about noon, come back around 3:30, and stay until they closed, because we just couldn't stand the midday heat.
Keep in mind that August is school vacation, too, so it'll be PACKED and the lines will be long. We went the first week of September on our honeymoon, which is the first week of school. Awesome weather, and no lines! I highly recommend that time of year, it's still beautiful and warm, and not so claustrophobic.
Seattle, on the other hand, should be great that time of year...I agree with the previous comments.
I really like Disney, but I think I would try to avoid it in August due to high heat and crowds. At night it might be a lot of fun, though.. What does the Blonde want to do?
I think at this time of year, I might suggest Seattle.. though I didn't have that great a time. Of course I was 11 and my parents were not looking for fun either.
