quality is job one...right after schedule

You'd think after all of this time, people would learn how to do software development properly. But no. The longer I work in the industry, the more I am convinced that every company has to fall into the same stupid traps that every other company falls into. Reminds me of a movie I saw [again] this weekend: "Getting them there safely is a very close second to getting them there on time."

This has been a problem I've been trying to deal with "as an adult."

I haven't come up with any good solutions, and it's been uhh... "difficult."

I think you've misunderstood. Management cares very much about quality. In particular, they care that overemphasis on quality does not impact the schedule.
