Summary: Sometimes the only way to get past the red tape is to come bearing gifts.
“Sorry, sir,” purred the secretary in a tone that implied quite the opposite. “But the Magistrate has a busy schedule.” Her green-slitted eyes shifted to Peri. “Very busy. You’ll need to see the undersecretary to make an appointment.”
“We’ve already seen the undersecretary and the under-undersecretary,” blurted Peri. “They said to see you!”
“Rules. You understand.”
“Of course we do,” said the Doctor. “You’re only doing your job.” He reached into a pocket and calmly produced a catnip mouse.
The secretary leaned forward as he dangled the toy in front of her whiskers. “I believe an appointment just opened up.”
