But a working TARDIS changes external shape. It's only stuck as a police callbox because of a broken "chameleon circuit," if I remember correctly.

Aye... your point? Saying TARDIS means it's got a camouflage circuit to make it look like anything so what it looks like gets defined on an as-needed-basis.
