No, definitely not. It will turn on/off if either switch flips either way -- any flip of any switch is a change in the on/off status.

Aha! I think what it is is that the circuit is open and leads to both switches. Usually when that is the case, the switches are on the other side of the room for convenience - these are right next to each other?
I just noticed that I started a new comment thread instead of continuing the old one - weird. Aha! Then yes, you are correct - you can never have the light be off and both switches off unless you open up the switch panel and reverse the circuit thinger. Riddle be darned.
