Do you mean sites with premade ones or sites that allow you to make your own?

Myxer.com is where I go because I'm picky about my ringtone sound and where the song starts and ends. You can upload your own mp3 files and pick certain parts that you want, but the maximum length is a minute. I think you have to register to make your own, though, but it's free.
