Rose: 'Does it need saying?' Are you for real?? O_o

Around Journey's End it was said by TPTB** that the now half-human Doctor could finally admit his love and commit to Rose. It wasn't stated, but it seemed to imply that the other Doctor couldn't get there - his ancient and forever-ness blocked his way.

Do you agree with this assessment? Is out-living someone a good reason to keep them at arm's length? Would it really spare pain down the road or just cause more pain in the here and now? For example, would the Doctor have been even more emo in S3 if he and Rose had, say, gotten married in S2 or something? How about if Ten II didn't exist - would the Doctor still have problems connecting romantically to Rose?
