1. It is still offered/used in the UK by some Mental Health Trusts.
2. In modern (NHS i.e. UK) practice the treatment is carried out under general anaesthetic. Ideally with the patient's informed consent - i.e. under the same rules as any other surgical procedure for which a GA is required.
