by no means India can be called an enemy to USA. China has strong anti american rhethoric too, but it's totally dependant on american and european capitalists, just like India. They all have lots of land and resources which makes them a sweet place for capitalistic expansion.

also, government doesn't care about veterans or any other social group unless they stop being loyal which is unlikely to happen anywhere soon.
