Why? Because the whole system is idiotic. Because he in a two-year period he was short 13days worth of credits... which he did have, provided they counted the last two months he was employed. It boggles the mind why those 2 months shouldn't count, but it's standard policy.

Why? Because apparently we enjoy making people jump through hoops here only to shoot them down at the end.
