I wonder who is the judge of being out 'unnecessarily'. Where I am in SE Kansas, we got hit pretty hard. I went out to get paychecks for me and 2 of my staff members, then had to go to work. I work in a group home with all lower function MR adults. Someone has to be there at all times. I got stuck along but eventually made it and then ended up being there for 16+ hours because my overnight staff couldn't make it.

Some places have set definitions of who emergency or vital workers are, like hospital staff and such. I think a facility like that would more likely have its people counted as vital than a call center. And yet the call center would still dock your pay and count it against you if you decided not to get ticketed. Losing pay makes sense. Having a black mark/absence that you couldn't help on your record doesn't when it involves public safety or not getting in trouble with the law; i.e, in my opinion, no employer is above the law.
