Ermm an executive scrutiny panel is the accountability funtion of the council run by elected councillors in relation to the steering group of elected councillors and officers.
Simpler answer is that its a bunch of councillors (the blokes some people bother to elect in local elections) nit picking other councillors that run the local government.
Unfortunately though they cancelled the meeting and I went to a Planning Development committee instead. Basically the councill approving permission for extensions and things like that. They spent about half an hour remarking on how ugly a building is, that they have already ratified a year ago, was a little annoying in places but less boring than I thought it was gonna be.
