One would argue that all Presidents have been dicks. Even Romana had her moments, can't deny that. I mean hell, look at Borusa!

And Straxus would plead the Time Lord equivalent of the 5th amendment and say he had nothing to do with that particular decision. He's just glad to come back from what/when/wherever they've been.
