There were people in here; he could clearly hear their voices coming from many different areas, though mostly up ahead of him. Still, the numerous dark hallways made it difficult to tell where it was, exactly, that he needed to be going. The few people he saw walking around were going in different doors, so following them wouldn't be of any use.
Maybe it was better to try any door he saw at this point.
...Or better yet, maybe it was worth it checking the open door at the end of that hall over there.
