It shouldn't have surprised him, really. This was the exact thing he could see Landel getting a kick out of. Even if the zombies hadn't been in the doctor's plans (and that was debatable), Harvey could see how he would want to scare the patients with the possibility of another round of it, only for everything to go smoothly
