My first tutorial ^^. Made in Photoshop CS2, includes selective coloring!
But I think it's translatable.
Let's start!
1. Crop your base, sharpen it if you want and that basicall stuff.
2. Dublicate your base and set to screen 100%. Dublicate that layer too.
3. Dublicate again your base, drag it to the top and set to softlight 100%.
4. Make a new layer and fill it with #001852 and set to Exclusion 70%.
5. Dublicate again your base and drag it the top. Desaturate it. And set it to
Hardlight 50%.
6. Fill a new layer again with #001852 and set to Exclusion 70%
7. Okay it's time for some Selective Coloring (Layer >> New adjustment layer >> Selective Coloring),
just a little bit:
Reds:
- Cyan: -100
- Magenta: 0
- Yellow: -100
- Black: 0
Neutrals:
- Cyan: -20
- Magenta: 0
- Yellow: 0
- Black: 0
8. And your finished! Feel free to add textures, brushes and/or text.

Note: How much you must set your base to screen (step 2) depends on how dark your image is.
