"You can't use any Damon/Katherine footage." - This is pretty clear, but what if you want to use it in a capacity such as Damon used to be with Katherine and is now with Elena? Or that Damon betrays Elena with Katherine, etc? I assume that we can show Damon mooning after Elena with Stefan...

Basically, does this mean we cannot show Katherine at all? Or does it mean that cannot show Katherine and pretend it's actually footage of Elena (ie: you can't show The Kiss and pretend Damon is kissing Elena)?

The latter. You can show The Kiss, or any DK scene, but you can't pretend it's DE. I'll make an example using "You Belong With Me" even though it's one of the songs you can't use, because I think that's the clearer. In a situation like that, you can use footage of DK showing that Katherine is the "girlfriend" who wears high heels and short skirts, etc. while Elena would be the POV character, aka the "me" he belongs with. Basically we wanted to make clear that this is a DE contest, and Katherine and Elena are not interchangable.
