Alas, California is unsustainable, water-wise, and has been for years. The best book I've read on water in the west is Worcester, Rivers of Empire. It really does outline how dire the situation is going to get.
Well, we're still working it out. You can keep all the people in California and some of the agriculture, or some of the agriculture and some of the people, or some other combination, but nobody's really sure how much. One problem is that we don't know what future water production is going to be - the weather is too unsettled.
California can cope but it's going to take a while to figure out what that even means, and the weather variations are not making it easier.
