get a set of warm clothes and a good-fitting bike (saddle, adjustments, etc.) and ride! 3 miles of hard-riding under warm layers will warm you right up!
just tried that ;). only i don't think my clothes were warm enough and my bike isn't very "good-fitting." my legs warmed up very quickly but my upper body was freezing and my ears were numb. the wind was sooo cold! did my normal loop in much less time, though, because i was peddling faster to stay warm --speed work! nearly slid off the bike trying to pull my sleeves over my hands to keep them warm. heh.
mmm...I oughtta find a job up there. Complete opposite end of the country and Seattle sounds like it would be extremely bike-commuter-friendly, and Washington State sounds quite sympathetic to my, er, interests...Plus I can join in on the Grunge music movement...about 15 years too late =)

Torso: long-sleeve thermal shirt (tight/close-fitting), cycling jersey (or other suitable shirt), thicker black windbreaker jacket (to actually do windbreaking duties), thin yellow windbreaker vest (for visibility/safety)
Legs: underwear, thick windbreaking tights, cycling shorts (for padding and colour)
Hands: neoprene/windproof gloves
Feet: socks, shoes, toe-covers
Head: cycling sunglasses, helmet
I just bought a set of 180s for ear-warming.
Man, I just realized that I'm riding with, like, $1500-$2000 of gear. Damn, this is expensive =)
But yeah, the key is: layers for warmth, and windbreakers for...wind.
