Philly, though technically in Pennsylvania, is nothing like the rest of the state. Most people from the Philly area associate with the city far more closely than the state

(Plus, no one ever says "Philadelphia, Pennsylvania". Philly's well enough known that the state is implied and if they do add the state they say "Philadelphia, PA" which does sound a bit better)
