The "Gentleman's Club", in its old sense, is illegal.

There is still the Sports Bar and the Irish Bar, which in their true incarnations are men-only, but are often inhabited by a small number of women, which completely changes the social dynamic. There are also gay men's establishments which have two disadvantages: there's no appeal to 98% of men, and they generally don't provide for the non-sexual male-bonding needs of the remaining 2%.

Lacking public areas where men can relate with each other without the distracting influence of women, they retreat to private spaces.

....Illegal? You mean it is against the law to create a club in which women cannot be members? Or perhaps even be allowed to enter? Or are you referring to the more modern "gentlemen's club" which is basically a strip joint.

Yes, in fact, it is unlawful to create a club in which women can not be members, with a very few exceptions. (The National Conference of Catholic Bishops is an all-male organization, for example).

The strip club is legal here and there, and is not barred by federal law or California law.
