Should I seek a mediator's advice?
The freaking PRC in my block are filthy. They throw tissue out of the window. They dump water out of their bedroom window. They sit in the void deck and litter. They go through rubbish to look for anything. They are so filthy. But will the mediator tell me that I only can walk along that path for 30 mins daily. Or

Lol I think u can do better than the mediator. Settle at your level first if can't then get them
Intervene and I'm sure u will not settle for easy terms.
That said since when your neighbour become PRC now? Thought it's been Indian?
